| Since 1984, the Maryland Workers' Compensation Educational Association ("MWCEA") has been bringing the Maryland workers' compensation community together at our annual conference. The annual MWCEA Conference provides all professionals involved in the field of workers' compensation and related areas with a premier educational program.
"Integrating the Many Facets of Workers' Compensation" is the 2004 conference theme. The conference speakers will review means and methods for providing the successful healing and re-employment of injured workers using an integrated approach for the coordination of medical and rehabilitation services to attain optimal results. This theme is appropriate for the conference that marks the 20th anniversary of MWCEA's ongoing effort to improve communication and cooperation in the Maryland Workers' compensation community.
Featured speakers for this program are Maryland's Lieutenant Governor and Speaker of the Maryland House of Delegates. Other distinguished participants include House and Senate chairs of the Maryland Workers' Compensation Oversight Committee, members of the Maryland Workers' Compensation Commission, nationally recognized experts in workers' compensation services, and the most respected health care providers in their areas of practice.

Lieutenant Governor of MarylandThe Honorable Michael S. Steele |
In January 2003, Michael Steele earned a place in history when he became the first African American elected to statewide office, and the first-ever Republican Lieutenant Governor in Maryland.
Michael Steele rose through the political ranks in Prince George's County to become the first African American County Republican Party Chairman. In 1995, Mr. Steele was selected Maryland State Republican "Man of the Year." In December 2000, Mr. Steele became the first-ever African American to be elected chairman of a state Republican Party. Mr. Steele also served as a member of the Executive Committee of the Republican National Committee.
In 2002, President George W. Bush appointed Mr. Steele to serve on the Board of Visitors of the United States Naval Academy. Under Presidents Jimmy Carter and Gerald Ford, Mr. Steele served as a Commissioner on the National Federal Election Reform Commission. Other affiliations include serving on the NAACP's Blue Ribbon Panel on Election Reform, the Board of Directors of The Hospice of the National Capital Area; the Prince George's County Chapter of the NAACP.
Mr. Steele was born on October 19, 1958 at Andrews Air Force Base in Prince George's County. He graduated from Archbishop Carroll High School, earned his bachelor's degree in International Relations from Johns Hopkins University in 1981 and his law degree from Georgetown University Law Center in 1991. Mr. Steele also attended the Augustinian Friars Seminary at Villanova University in Villanova, Pennsylvania, in preparation for the priesthood.

The Speaker House of Delegates, Michael Erin Busch, is married with two children. He was born in Baltimore, Maryland but attended St. Mary's High School in Annapolis. After graduation from St. Mary's, Mike attended Temple University where he received his bachelor's degree. From 1973 to 1979 he was a teacher and coach at his High School alma mater. During his coaching career, Mike was named football coach of the year. Since 1979 Mike has served the people of Anne Arundel County as the Administrator for youth athletics in the Department of Recreation and Parks. In 1982 Mike was chosen Anne Arundel County "Man of the Year" by the Anne Arundel County Lacrosse Association. In 2004 Mike was elected to the County Sports Hall of Fame in 2004.
Delegate Mike Busch has been a member of House of Delegates since January 14, 1987. He was elected House Speaker on January 8, 2003. During his tenure in the State legislature Delegate Busch has served as a member of the Judiciary and Economic Matters Committees. In addition, Delegate Busch has served as Deputy Majority Whip, Co-Chair of the Joint Committee on State Economic Development Initiatives, House Chair of the Joint Committee on Health Care Delivery and Financing, the Special Joint Committee on Competitive Taxation and Economic Development, and Chair of the Joint Committee on the Port of Baltimore. Delegate Busch served as the Chair for the State Commission on Physical Fitness. In 2000, Delegate Busch was appointed to the Governor's Task Force to Study the Injured Workers' Insurance Fund. Delegate Busch is currently a member of the Board of Directors for the University of Maryland Medical System Corporation.
